Annual Town Board Meeting
April 19, 2011
The Annual Town meeting was called to order at 8:02 P.M. Present were Chairman Dan Reeson, 1st Supervisor Dan Truttmann, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson and Clerk Nancy Anderson, along with four concerned citizens. Verification of proper notice was given.
The minutes from the 2010 Annual meeting were read. Dan Truttmann move to approve the minutes, Dan Reeson 2nd. Motion carried.
The annual financial report was distributed. Ann Carlson walked the electors through our past and present budgets, indicating that the Town was also attempting to reduce the monies for driveway refunds by having citizens request a final inspection.
The Town of York is seeking two replacements for members of the Plan Commission whose terms expire this month, and also an additional person for the Rural Land Conservation Committee. By following the Plan Commission Ordinance which was enacted in 2003, the commission seeks to protect our valuable resources and its residents from future uncontrolled development. Clustering of homes is encouraged as is limiting the fragmentation of income producing cropland for us and future generations.
In 2010 the Plan Commission established both the Rural Land Conservation Program and the Rural Land Conservation Committee. An additional driveway fee and building permit fee had been established at that time, to be used solely for expenditures relating to the Rural Land Conservation Program. All land divisions or developments must be approved by the Commission before moving forward with any plans. Both the Plan Commission and the Land Conservation Committee work closely together. Their work is important to all who reside in York.
Yesterday, April 17th, 2011, a good group turned out for the burn at GPC. The weather conditions were perfect. We had plenty of water on hand and a good wind. The depth of burn was more robust than last year.
We were well prepared with personal equipment to supplement the equipment of the Prairie Bluff Chapter of The Prairie Enthusiasts. The grave stones were again protected with metal shielding and plenty of water.
Three officers of GPCA were helpful including Dan Gartzke, Treasurer, Paul Lokken, Director and Bill Kuenzi, President.
Other workers included Tracey Schwalbe and Eloise Kuenzi. Prairie Bluff members included John Ochsner (Burn Boss), Nick and Fred Faessler, Tom Mitchell and Bill Walz. Guest, Gary Eldred, the long time founder and former President of The Prairie Enthusiasts, took numerous pictures.

The public hearing was called to order at 8:00 P.M. On the agenda were amendments to two ordinances – the Driveway Ordinance and a Resolution and Ordinance to raise dog tax.
Item (i) under General Provisions of the Driveway Ordinance will be added. It states that, “a request for a refund of the refundable portion of the driveway permit must be made to the Town Board within two years from the approval date of the driveway permit application or forfeit the refund”. In addition, a checklist sequencing all the steps from applying for a driveway permit to requesting a final driveway inspection will also be added.

Dan Reeson installed Nancy Anderson to the office of Clerk for another two year term. Nancy, in turn, installed Dan Reeson as Town Chair, Dan Truttmann as 1st Supervisor, Steve Hermanson as 2nd Supervisor, and newcomer, Ann Carlson, as the Treasurer.
The meeting was called to order at 8:25 P.M. following the public hearing and installation of officers. Present were Chair Dan Reeson, 1st Supervisor, Dan Truttmann, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson and Clerk Nancy Anderson, along with two concerned citizens. Verification of proper notice was given. After a minor change, Dan Reeson move to approve the March minutes, Dan Truttmann 2nd. Motion carried.
